Delete a message by its ID.
Users can delete their own messages. Super admins can delete any message in the group.

The hex-encoded ID of the deletion message.
Parameters

The hex-encoded ID of the message to delete.
Throws
if deletion fails (e.g., message not found, not authorized, already deleted).
